What brought this bill to the forefront was a situation in Fartville where a little girl was being held by her parents, locked in a closet and starved, was not allowed food or water and when the police showed up under the law, before we enact this, police are supposed to just knock on the door and if they're not invited in they cannot go in and rescue a child in a really, really bad situation. Well, the situation was very bad and the the police went in anyway and when they got in the child was near death, and so what this bill does, it says in really bad situation with a court approving it with no other lesser way to retrieve a child in an emergency to rescue a child in the police, not on the [xx] but with the courts approval we will be able to go in and rescue a child in an emergency urge you support for this bill. I was able to get the bill move this time and bring it forth. I just speak a little bit about it. What the Bill legalization it does not allow anyone 18 years of age or younger to go to a turning bowl. As a stating committee, I got involved in this but I also recognize the need for it. Some 10 or 12 years ago, my wife and daughter gave me a gift certificate to latest alarm to get a pedicure and so, well you gentlemen there laughing if you're securing your own master comunity but you can go get one, at any rate. As I was saying and the chair having my pedicure across from me were three different tanning booths and every spring around prom time young girls would come in to the salon to be tanned so they would look good in their dresses for prom. They would all come out looking like a lobster, red as a bee, many of them didn't wear eye care just had were tanned, excuse me, burned beyond believe and I was involved in my daughter's life and certainly she was one of the there has as well, and I had no idea that a turning bulb was 14 times more damaging than regular sunlight. so when I got to the senate and saw this bill adopted for sell and a few others, I began to work on that. I personally have had more surgery, I have been called on and burned on at least over 50 times from skin cancer primarily from having no skin protection as I grew up in Eastern North Carolina in a tobacco patch. We had never used that at all. Senator Pierce[sp?] has had melanoma. Senator Meredith lost his wife at 24 years old of Melanoma. Melanoma is becoming more and more proven among younger folks especially women between the ages of 25 and 30 having used 10mb on 10mb regularly, they have a 59% greater chance of getting skin cancer and even melanoma. So without the fullgrim's help and the others and our leadership and looking at the the empirical scientific data that shows the growing need to treat skin cancer which is an $ 8 billion industry, I bring this bill forward to you for your vote and your support. These are the similar generics that are upon us now there are about their logical, these plant based, mini [xx] cell based and these are to allow for to prescribe biosimilars for patients and interchangeable is what we're dealing with today and that allows a firm to interchange this drug as a generic with the prescribed drug all the stake holders have been involved in this process, and changes have been made major at the time was who was going to notify the doctors and the pharmacist will notify the physician if an interchangeable is placed in for a drug and there has to be a doctor, they can, the man, the name prescription just as they do now with regular prescriptions. So this is just a next step, the FDA has approve one [xx] similar that at this point it has not approved an interchangeable, but going forward that will become and we're just trying to be proactive here, and this is very consumer friendly and the next step of bill we need to take. Many of these companies are located in North Carolina that are working on this. Matter of fact, I think the will buy a similar drug that was approved by the FDA was by a company based or that has a facility in North Carolina. birth family of the potential of the birth fathers as rights need to be protected and so there's a procedure already in place where the birth father would be contacted and then under current law, be given 15 days to respond. What this Bill does, one of the things it does it extends that to 30 days so that we don't have folks surprised, we don't have people trying to upset things after the fact. It also allows this consent procedure to start after three months instead of six months when the woman is at the three month mark of pregnancy, so this would also allow this process to speed along. There's also a provision where right now, there's a stand off among the states, if you have an interstate adoption, our losses we cannot proceed until the other state dismisses and so we have this stand off of who's going to move first or whatever and what this does is allow us to proceed here as long as the dismal happens in another stay, I'd be happy to answer any other questions but really what this does is, makes the adoption procedure better for everyone who's involved. I'm not aware of any real opposition to the bill some of it is merely technical in nature dealing with the criminal procedures that occur in juvenile court. I'll just highlight the the biggest policy pieces in terms of juvenile protection in section 1.1 in page 1 in light of some of the US supreme court decisions that recognize that younger people should have stronger Miranda rights than adults we're raising the from less that 14 to less that 16 in which in custody interrogations cannot be done unless the parent is present for a child under 16 skipping over to page 4 at the bottom. Criteria for secure and non secure custody merely says that if a juvenile is in pre-trial confinement, their confinement has to be reviewed every 10 days by the court flipping to the last page, page 6. If a court has the authority to authorize quick deeps in juvenile court cases where traditionally what has been done is the court authorizes the court councilor to put the child in confinement for weekends if they feel that the juvenile has misbehaved. This clarifies that the court would have to approve that on a case by case basis in other words they can't delegate authority to the court Councillor and with that Mr. President, I'd like to send forth an ammendment.
